ODC Can Mean Two Things: Offshore Development, Delivery and R&D Centers Explained
Offshore development center, offshore delivery center, offshore R&D center, GCC: four labels that get mixed up constantly. What each one means, who controls the work, and which one you actually need.

In this article
"ODC" can stand for two different things: an offshore development center, where a partner employs a dedicated team that you direct, and an offshore delivery center, where a vendor delivers work to you from its own offshore facility. An offshore R&D center focuses on innovation and core product work, and a global capability center (GCC) is an offshore unit the company owns outright. The difference that matters most is who controls the work and who owns the result.
Providers use these labels loosely, and the same acronym can mean either model. Before you compare proposals, find out which model each one actually describes.
The four models at a glance
| Model | Who employs the team | Who directs the work | Typical work | Best for |
|---|---|---|---|---|
| Offshore delivery center | Vendor | Vendor, to agreed outcomes | Projects, support, maintenance, managed services | Defined scope you want delivered |
| Offshore development center | Partner | You | Ongoing product development | Long-term products and roadmaps |
| Offshore R&D center | Partner or your own entity | You | New products, prototypes, core technology | Innovation close to your IP |
| GCC / captive center | Your own entity | You | Any function, often several | Large, long-term operations |

What ODC means in BPO and IT services
In BPO and IT services, ODC usually stands for offshore delivery center or offshore development center, depending on the provider. Inside many large providers it also names a physical space: a secured floor or bay set aside for one client’s team, with controlled entry, its own network rules and restrictions such as no personal phones or USB storage. When a provider says your work will run “in an ODC”, ask which of these it means, and whether the people in that space work only for you.

Offshore delivery center
An offshore delivery center is a vendor's facility from which it delivers services to many clients. Large IT services firms use the term for the sites where their project and support teams work. You buy an outcome: an application built, a system maintained or tickets resolved within agreed service levels. The vendor decides who does the work, and team members may move between clients.
Choose it when the scope is clear and you care more about the result than about who does it. Watch out for knowledge leaving with the vendor, and for change requests that add cost. A strong service level agreement is essential.
Offshore development center
An offshore development center is a dedicated team that works only for you. A partner recruits, employs and supports the engineers, while you direct the work in your own tools. You buy capacity and control, not a fixed result. Our full guide explains what an offshore development center is, and our checklist of ODC services and what to ask a provider helps you choose one.
Choose it when you are building a product for years and want the knowledge to stay with your team. Watch out for providers that call a shared team "dedicated".
Offshore R&D center
An offshore R&D center does research and product engineering: new features, prototypes, platform work, data and machine learning, or core technology. Because this work sits close to a company's most valuable intellectual property, many R&D centers are company-owned. Others run with a partner under very tight IP, access and confidentiality terms.
Choose it when you need specialist engineering talent for innovation work at scale. Watch out for IP exposure. Keep code and data in your own systems and make sure every person has signed IP assignment and confidentiality agreements.
Global capability center (GCC)
A global capability center is the newer name for a captive center: an offshore unit the parent company owns and runs through its own local entity. GCCs often start with technology and expand into finance, analytics and operations. They offer the most control and carry the most cost and risk. Our comparison of captive centers and outsourcing covers the trade-offs.

How to tell which model a provider is offering
Ask four questions about any proposal:
- Who employs the people? The vendor, a partner acting for you, or your own entity?
- Who decides what they work on each day? You or the vendor?
- Do they work only for you? Full time, single client, in writing?
- What are you paying for? A monthly fee per person (capacity) or a price per project or service level (outcome)?
The answers tell you which model it really is, whatever the brochure calls it.
Moving between models
Companies often move along this path as they grow. They start with a delivery vendor for a first project, then build a dedicated development center for the long term, and some later take ownership through build operate transfer or a GCC. Planning that path early helps. If you might want to own the team later, agree transfer terms in your first contract.
Which one do you need?
- A defined project or service with clear outcomes: offshore delivery center.
- A long-term product with your own roadmap: offshore development center.
- Innovation on core technology: offshore R&D center, owned or under strict IP terms.
- A large, multi-function operation you want to own: GCC or captive center.

Frequently asked questions
What is an offshore delivery center?
It is a vendor’s offshore facility from which it delivers services or projects to clients, usually against a contract and service levels. The vendor manages the people and the delivery.
Is an offshore delivery center the same as an offshore development center?
Not usually, although both are abbreviated ODC. In a delivery center the vendor owns delivery to agreed outcomes. In a development center you direct a dedicated team that works only on your product.
What does ODC mean in BPO?
Usually offshore delivery center or offshore development center. In many providers it also refers to a secured area of the office reserved for one client’s team, with controlled access and stricter IT rules.
What is an offshore R&D center?
It is an offshore team focused on research and product engineering, such as new features, prototypes or core technology. Because the work is close to a company’s intellectual property, many are company-owned or run under very tight IP terms.
What is a global capability center (GCC)?
A GCC is an offshore unit owned and run by the parent company through its own local entity. It is the newer name for a captive center and can include development, R&D, finance and operations.
