Good offshore development center services take everything except the engineering decisions off your plate: recruiting engineers you approve, employing them, running the office, equipment and security, keeping people motivated and covered, and reporting on delivery. You keep control of the product, the code and the roadmap. The hard part is telling a real ODC company from a staffing agency with a nicer website.

New to the model? Start with what an offshore development center is, then come back here to choose a provider.

The offshore development center services you should expect

A complete offshore development center provider covers six areas. If one is missing, you will end up doing it yourself from thousands of miles away.

Service What good looks like Weak version
Recruiting Sourcing to your stack, technical tests, you interview and approve every hire CVs forwarded without screening
Employment Contracts, payroll, benefits and local compliance handled by the provider "Contractors" with no employment protection
Workplace Office, managed devices, reliable internet and backup power Engineers working from home on personal laptops
Security and IP Individual logins, MFA, signed IP and confidentiality agreements, access removed on exit Shared accounts, unclear IP terms
People and retention Career paths, training, a plan for leave and attrition Replacement only when you complain
Reporting Regular reporting on attendance, delivery and team health Invoices and nothing else

Dedicated ODC or shared vendor team?

The word "dedicated" matters. In a dedicated offshore development center, every engineer works full time on your product only, inside your Jira, GitHub and Slack. Knowledge builds in your team, not in the vendor.

In a shared or project model, the vendor's engineers split time across clients or deliver a fixed scope. That suits a one-off build. It does not suit a product you will develop for years. If you want the long-term option, get "full time, single client" written into the contract. Our comparison of offshore staffing and outsourcing explains the trade-off in more depth.

10 questions that expose a weak ODC company

  1. How will you recruit for our stack? Ask to see the technical test and who runs it.
  2. Can we interview and reject candidates? The answer should be yes, every time.
  3. Who leads the team on site? A named engineering or team lead, not an account manager.
  4. Where does the code live? In your repositories and cloud accounts, never theirs.
  5. How are devices and networks secured? Ask them to show you, not tell you.
  6. What does the monthly fee include? Salary, benefits, office, equipment, management and cover should be itemised.
  7. What happens when an engineer resigns? Ask about notice periods, handover and how fast replacements are found.
  8. How do you keep good engineers? Training, career paths and pay reviews reduce attrition.
  9. Can we speak to a client with a similar team? A reference beats a case-study PDF.
  10. What happens if we leave, or want to own the team? Exit, data return and any build operate transfer option should be clear before you sign.

Contract terms that protect your product

  • IP assignment: everything the team creates belongs to your company, backed by individual agreements each engineer signs with the provider.
  • Confidentiality covering your code, data and roadmap.
  • Security obligations: access control, device management and same-day removal of access when someone leaves.
  • Non-solicitation terms that are fair to both sides, including what happens if you want to hire an engineer directly.
  • Notice period and exit help, including handover and return of all materials.
  • Price review rules, so increases are agreed rather than imposed.

How ODC pricing works

Most ODC companies charge a monthly fee per engineer. It wraps salary, benefits, office, equipment and the provider's management margin into one predictable number. Seniority and location move the price most. Compare total monthly cost per role, not hourly rates, and check what is excluded. Our guide to offshore staffing costs lists the hidden costs to ask about, and the offshore savings calculator helps you model your own numbers.

Red flags to walk away from

  • They will not let you interview the engineers.
  • Your code would sit in their repositories.
  • The same "dedicated" engineers also work for other clients.
  • No named lead on the ground.
  • Vague answers about IP, security or exit.
  • A long lock-in before you have seen any delivery.

Time zones for UK and US teams

Location shapes your working day. Bangladesh, for example, is six hours ahead of GMT and does not use daylight saving time. That gives UK teams a natural overlap from their morning into early afternoon. US teams have less natural overlap, so many arrange shifts that cover part of the US working day. Whatever the location, agree the overlap hours, stand-up time and handover routine before the first sprint. Our guide to hiring offshore developers covers testing, IP and integrating the team.

Start with a paid pilot

Begin with a team lead and two or three engineers on real work for a few sprints. Measure what matters: features shipped, review comments per pull request, and how early risks are raised. Then decide whether to grow. When you do, grow gradually: our guide to building an offshore team explains when to add a team lead and more roles.

Frequently asked questions

What do offshore development center services include?

Typically recruiting and screening engineers to your requirements, employing them, providing office space, equipment and internet, security and access controls, HR and retention, cover for absences and regular reporting. You direct the engineering work.

What is a dedicated offshore development center?

It is an ODC whose engineers work only on your product, full time, inside your tools and processes. The alternative is a vendor team that splits its time across several clients or delivers fixed-scope projects.

How do I compare ODC companies?

Give each the same brief, then compare how they recruit, who leads the team day to day, how they protect your code and IP, what the monthly fee includes, how they handle attrition, and what happens if you leave. Speak to a client with a similar stack and run a paid pilot.

Who owns the code an ODC team writes?

You should. Make sure the contract assigns all intellectual property to your company and that every engineer has signed an assignment and confidentiality agreement with the provider. Keep the code in your own repositories from day one.
