Build operate transfer (BOT)
There are three phases. In the build phase the partner finds premises, sets up systems and recruits the team. In the operate phase it runs the centre day to day while your managers direct the work. In the transfer phase you take ownership, usually into your own local entity.
BOT suits companies that want to own a larger offshore centre eventually but lack the local knowledge to start one alone.
